Despite having a vast serious burn area Person A who has third degree burns remains calm. Their status is stable for the time being despite the fact that their injuries are severe and the absence of pain indicates nerve damage. Specialized care like surgery or cutting-edge medical treatment is necessary for third-degree burns which I cannot deliver right away. Until expert medical care arrives soothing them and covering their burns with a clean towel can help.
As far as ethics are concerned assisting Person B first means attending to the most pressing and controllable needs with the fewest resources possible. While Person A requires more advanced care than I can provide Person B condition is painful but manageable with first aid. I can successfully stabilize one person while making sure Person A is sustained until additional assistance arrives if I assist Person B first.
