This is indeed I have pondered upon as well. It's generally said that women on average mature two years faster than men. Up to puberty that is.
But it seems that women also stop earlier in their development allowing men to eventually overtake them and become, on average, the more mature sex while women, on average, are stuck in late adolescence for most of their live.
On average — there are of course exceptions.
