What exactly does this mean?

With a diverse community of stakeholders and without controlling bad actors, individuals can experience true ownership in a decentralised blockchain & cryptocurrency.

Without controlling bad actors - does that relate to people in charge, or bad actors on the platform?

Seems to me, if people don't start behaving better, it doesn't really matter whether to start a new chain or to go with the old one.
