I'm not sure that school homework, as such, is a good idea from the perspective of pedagogy.
But Hollande's objection, that homework is unfair because some parents are willing and able to help their children more than are other parents, shows the thoughtlessness typical of those who pursue ‘fairness’.
Good parents actively teach their children, with or without homework assignments from school teachers; bad parents don't. Children with bad parents are not made better-off by reducing the integration between what is taught in school and what is taught at home, though perhaps children with good parents are hurt by this reduction.
