ICC arrest warrants are more symbolic than realistic.

International Criminal Court prosecutor Karim Khan is seeking arrest warrants for Hamas leader Yahya Sinwar and Israeli Prime Minister Benjamin Netanyahu (plus the Israeli defense minister and two other Hamas officials) for war crimes and crimes against humanity (a panel of ICC judges has to approve warrants before they can be issued).

Notably, the prosecutor is not seeking warrants for genocide.

Because the ICC only prosecutes if the defendant appears in court (no trials in absentia), and has no means of enforcing its warrants, the prospective defendants are unlikely to ever be tried even if the warrants are issued.

This is separate from the accusation of genocide brought by South Africa in the International Court of Justice.
