Maduro will leave power only if forced. We have a binary choice: a perpetual refugee crisis, or military intervention. If we are going to continue to negligently leave Chavismo in power, we ought to at least focus on welcoming and integrating the refugees who arrive at our border. Instead, our political discourse is focused on figuring out ways to push away the refugees.
