This is really the first time I am actually hearing this. So there has been civil unrest. I'ma check this out some more. What's the difference though if one central entities transfers it to another one?

In this case one particular difference would be that the US government is still technically answerable for what it does to the citizens of the USA. Whereas iCANN is realistically only answerable to itself. So if they do something that dramatically changes information privacy and usage then tough luck you may have zero comeback, whereas if the government had control then you can appeal or lobby as part of the political process.
