cops in movies

Isnt it wierd in movies or shows when a cop is chasing people or looking for someone, their guns are already drawn and on the trigger. Is this taken from cops or is this tv programming to make us all get used to the idea cops are always on trigger and thats rights and its us that should be at their mercy?
