Well I have seen some Russian going around here and there. But To better answer your question... implementing auto translate language algorithms would be one way to increase global presense on steem (Unless the developers have already done this so well that I didn't even realize you did this post entirely in french ) .. You can use German words in your tags for German language posts. For instance #nachrichten for news. If it's bitcoin discussion in German for instance, you could use #bitcoin-de or #bitcoin-deu
