So the word is 'hoor', pronounced very much like whore.
It is a sort of affirmation of strengthening of an answer to a question.
For example:
Mag ik hier zitten? (May I sit here?)
Ja, hoor! (Yes, sure!)
It is perfectly normal and people use it heaps here. I just can't do it!
