Solving 21st Century Problems with 20th Century Solutions

As a planet, we have more issues that we ever have since the dawn of time, look at climate change, hunger, pollution, possibility of wars, disease, and for most we don't have a solution or the solution we have is/are outdated.

Recently in Kenya we opened the new Ngong road, well and good, traffic is flowing now, all is well. Think back to why it was expanded, simple too many cars on the road, solution? Expand the road. Slowly by slowly Kenyans being Kenyans, more cars will be bought, more people will move to those areas, then after a year or two the problem we were trying to solve is back, so i ask do we really need 20th Century solutions to 21st Century problems?

Some countries/cities are coming up with very innovative ways of dealing with '21st Century Problems'. I am marveled by the bike share concept in Europe, not only does it help in reduction of green house emissions but it helps in promoting well-being in the community. The City of Shenzen just converted all their buses to electric buses, 'how awesome!'

So how would we deal with traffic jams for example? Would cheaper public transport help?Would high taxes on vehicle imports help?

This is just one example, what is your view?
