It's entirely dependent on the field like you initially said. Both matter but the degree to which they do is a function of the environment in which it's being applied.
Remember the story of the naval mechanic who charged $999,999 (not the amount but for context) for knowing where to hit to prevent the ship from sinking and $1 actually hitting the spot?
