Low-income Americans can get a free CDMA phone or Internet access via the US Government's Lifeline program!
Information on free government “Lifeline” phones
Please note the following:
You must be low-income.
You can use Lifeline for ONE phone or Internet access, not both, per household.
If you don’t have a phone, one will be provided with a phone number, otherwise you can opt to use a phone you already own and they will provide the phone number.
Provided phones are CDMA, so you won’t be able to use them with SIM (GSM) cards, and they aren’t very good phones, either.
You must recertify your eligibility each year.
If you are no longer eligible, you move, etc., you must report this to your Lifeline carrier.
If you become ineligible for the Lifeline program, you will have to keep and pay for that phone number/Internet access for one year after ineligibility starts.
