The case concerns a New York lottery called the 'New York Lottery'. A Bronx businessman has a lotto retailerin his own shop. Therefore, he has a very easy access to tickets every day. During 2013 and 2014, he won cash prizes totalling $625,000.
These winnings were as many as 16 tickets, and the most expensive one was worth USD 250 thousand. The rest was for $25,000 each. The man is called Armand Paganelli and runs a pharmacy shop at East 187th Street. He is helped in business by his brothers, who are co-owners. Multiple winnings of one person, in addition to having access to coupons awakens the imagination.
From the legal point of view, there is no wrongdoing here, the collector can buy the tickets even from his home like any other player. And he often buys them. His wife is against gambling, but helps him to withdraw payments from winnings. In conclusion, there is no evidence to suggest fraud and Paganelli has won more cash pools (over 10,000 4) than anyone has been able to since 2011.
What's even more interesting, the winnings do not come from traitors, to which constant access may theoretically cause scams in the form of X-rays or scratches in order to search for "full" fates. The seller only won in draw-based games, where he had to choose the numbers before the draw. The biggest win comes from the Mega Millions and the rest from the smaller ones from the Win-4.
