Is being a witness a totally random thing?

Just curious- I have been mining for about a week now-- how will I show on this list https://steemd.com/witnesses ?
Is there anything special I need to do besides mining?
None of the mining guides say to put RPC-endpoint as anything- I am using my current WIF on this account, so is that all I need to do? I don't need to be a seed node?

please help me to understand thanks
