Environmental bonds could help speed state coastal restoration projects

"The big difference with these is the repayment of the bond," said Shannon Cuniff,director of coastal resilience with EDF. "The amount paid to the investor depends on how the environmental goal is achieved."

I've read this article three times and I still don't understand this fully. They are making it harder then it needs to be. I'm all for coastal restoration, believe me, but they're going through money like it's water. Let the river do the work for you, it's full of sediment that will build land if given the chance. Trying to sell investors on a fancy bond is not a long term solution.
