The owner of the Dallas Mavericks was recorded saying he wouldn't tank AGAIN (thus giving proof he had done it before), he was given a $600k fine which to a billionaire owner is chump change. They should implement a non monetary punishment system that actually affects the team in a whole, not just the owners' deep deep pockets.
