What can be done about the net neutrality repeal?

Congress can still vote to reject the vote apparently:
Net Neutrality is not dead yet. Call Congress to overrule the FCC vote.

If the repeal really goes through we need some alternative to main stream ISPs like google fiber or others to come in and replace ISPs. Something less monopolistic.
