Technology isn't inherently good or inherently evil, but can be used by good men or bad men. Splitting the atom gave us the nuclear bomb and it also gave us nuclear power. We've got essentially the library of Alexandria in our pockets, and most people use it to distract themselves, get angry over things that don't matter, and jerk off. Guns have been pointed at citizens, and pointed at tyrants.
I do think that on balance, technology has greatly improved humanity's standard of living. It hasn't done so with zero cost, but it has done so all the same.
I don't trust the government on anything. I trust the wealthy to generally act in their own self-interest, which often serves the public interest when they aren't using the force of government. I think Musk personally has good intentions with Neuralink, but that doesn't mean there aren't risks involved with the development of that technology regardless of his personal motivations.
