Free of drugs? The market determines what's available for sale. To this day, illegal drugs can easily be found even in "drug free" Singapore.
Not very long ago, the PDEA boasted on t.v. about the manner in which they destroyed 10 grams of cannabis in a drug destroying machine. I laughed and thought, "10 grams? Really?" It's not more than a handful.
There's some really, really good cannabis in Manila--high-grade stuff that is just as good as any high-grade strain in Denver, CO. Most of it is too expensive and only Hiso people use it, but there's lots of it. There are other drugs, too--drugs that I do NOT use or like (e.g., cocaine, shabu, etc.). I don't condone all drug use, but I know for a fact that government is not going to win this drug war.
