Then I saw Politico report:

“I don’t campaign against Bill Nelson,” Rubio said
So in an effort to understand Rubio's thinking, I thought I would put together a list of all the free market, small government policies Bill Nelson has voted for in the past year.
It was a short list - I could not find any.
