In the absence of clearly defined opposition in these operations, potential for abuse becomes rampant. Having participated in a precursor to the Phoenix Program in Vietnam, I can tell you that when the identity of the "enemy" is unclear, then anyone is potentially a target. It all becomes subjective and people will use the program- old or new- to settle personal or ideological grudges.
