This is OLD technology, developed in the 1970's.
Electronic harassment is still in use, because it often doesn't leave any physical evidence.
Do a search for "touchless torture" it should provide hours of reading material.
The phones we carry and all of the towers that provide service could easily masquerade as weapon systems.
Like physical harassment, they can't target everyone all the time, so its often used against people who are unaware that this technology exists.
Smart meters, smart phones, smart appliances, smart cars, the "internet of things" its all connected, and anyone could be a target.
Once they have your E.M. signature, it could be very difficult to avoid harassment.
I also suspect that these body scanners they use at most major airports could be used to collect this and other types of biometric data.
