Why would they use a fake alien invasion?
Why not have a real alien invasion?
Or better still, why not let the electoral process take its course, as in like.... democracy?

I'm pretty sure this document is a hoax. Most companies will use a customized word template created by their marketing departments. This one is using MS Word defaults for headings styles, etc. It also seems to trail off at the end without a real conclusion. This is no think tank document from my perspective.
