People love to romanticize semantics so that
none of the concepts you study in school has a "generally accepted definition" but is "subject to the background and idiosyncracies of the scholars who attempted their definitions.

LOL

So maybe my opinion on Nigeria's is shaped by my inherent tendency to oversimplify things.

MAYBE

People prefer to talk structure, know-how, infrastructure, disunity (and these are rather shortened terms for verbose themes).

But I maintain that Nigeria's real problem is corruption. The rest goes on because people let it.
When failure serves our special interest, it becomes an oppotunity.

If fixing a local road with local bitumen costs 1 billion Naira, the road will still always need to be fixed. If VIP Nigerians are the largest generator importers, we will never have constant electricity. If the archaism of enacted laws favour legislators, there will be no ammenedments.

If anything will change, corruption has to reduce first. People have to stop being selfish, desperate, dishonest and entitled. And this my friend starts with YOU. You need to STOP being corrupt.
