Corrupt .gov is getting more and more ridiculous by the day.

Simple solution to this, any pipeline crossing native lands needs to have route approved by those same natives. Further more, pipeline owner should provide training to natives in the area and they provide all maintenance and upkeep for the sections of pipeline in their territory.
If you use their land, they get something out of it at least. And they have the greatest incentive to protect the environment and watersheds, hence they are the most appropriate to take on that responsibility.
