NSO (National Statistics Office)/PSA( Philippine Statistics Aauthority) as it is known today is one of the goverment agencies where people bet there lives falling in line just for their Birth Certificate which is one of the services offered by the said instituition.
In almost all occasions in life like getting a pass port, board exam, enrollment, graduation and etc., Birth Certificate is a major requirement but for us to request for a copy of it you will pass to hard ship.
As of my experience way back when I was applying for registration to take the Licensure Examination for Teachers or LET in the PRC where I had a problem on my Birth Certificate where they requested me to secure for a new copy.
Well I had been hearing rumors that you have to go early so that you could finish your transaction early and what I did not anticipated was to be as early as 12 midnight and fall in line their wait for them to open their office 7am in the morning, but thats not it , cause theres more, when I went their by 12 midnight I was already number 25 which means that there were people who went their earlier than 12 midnight and it shocks me.
As I talked to one of the person who was also falling in line there I ask him, "Sir what time did you arrived here? then he answered " I think around 8 or 9 in the evening and I was more shocked. I thought that was the worst truth that I could have that time but when I asked where are you from? he said "Im from Valencia Bukidnoon" then I was bang, Valencia Bukidnoon! Well for those of you who dont know where Valencia Bukidnoon is its like approximately 130 km or 80 miles via horizontal distance not just that there were also people there who came from Davao, Iligan, Gingoog, Butuan who went their way just for that paper certificate and these places are much more farther than the distance between Valencia Bukidnoon and the office of NSO Cagayan De Oro.
The photos shows that some of them were already sleeping on the floor and I was one of them cause I dont have choice because if you leave your place someone will insert and replace you, it seems like a competetion you need to be tough to survive.
I think there are lots of goverment instituition around the world where falling in line is a survival thing just for you to request for a transaction.
In my own opinion I think its about time that our goverment must do something to get rid of this..
