Is each 'generation' able to build upon the systems and constructs created by those who came before?

Good question! Yes I imagine so, with the same caveat we find in the real world, that the dying generation choose to pass it on, that the next generation are capable of maintaining it and that there are no catestrphic events which disrupt the transition.
