Solar power.

New York is planning to build 60 gigawatts of solar power. That will take over 600 square miles of space, or twice the size of New York City.*

For this, they'll get about 12% capacity factor (meaning the panels will only generate about 12% the energy they're technically capable of producing). That's partly because the sun doesn't shine at night, but also because of NY's latitude and cloudiness.

So if the goal is to maximize greenhouse gas reductions, why not pay to put those panels in a more suitable location, such as a lower latitude country that is reliant on coal power?

*60,000 megawatts at a conservative estimate of 7 acres per megawatt equals 420,000 acres. Divided by 640 acres per square mile, that's just over 656 square miles. New York City is just over 300 square miles.
