Can't say I agree with this. All new innovations can ultimately be used for crime - doesn't mean that it will be. Take crypto and bitcoin for instance, for the vast majority of its existance - Criminals are the ones who benefited from the use.
We can even go back farther. Cars for example - probably helped fuel the gangs and drug cartels before it ever had an effect on the common citizen.

So sure, there might be a few bad actors - but there always is. Doesn't mean its a bad idea or that it can't provide innovation and a better process for the future.
