It is hand cut and the signatures seem to be actually signed and the serial number does not appear on the fake list.

I am not the most knowledgeable about Roman coins and had a friend tell me what this is. This will be going for sale at £10 + p&p and UK only.
Here is another little Treasure, i have not found a value for this banknote yet but it is an 1882 Afghanistan 5 Rupees banknote and is in good shape the stub attached. I have not found a price for the note yet and if anyone knows the market value please let me know.
That Confederate note looks genuine to me, very similar to one that I have. Each one is hand signed and numbered. Most have cut marks or slits to render them "destroyed" but many survived.
