Wow, that's scary indeed.
Can you give the kid another room which is not easily seen from this neighbor's side?
I feel helpless reading all that but I'm unable to advise. :(

    No worries, thanks for the support! There are only two bedrooms, so I would have to switch with him. We were able to find some “one way privacy film” you can put on the window to keep people from seeing in, so we’re going to do that.
