Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

BUT - you get more reward if you have a lot of SP. So if you have less SP you get almost nothing when you upvote others post. AND you need some SP to publish and comment. I have read that 10-15 SP is a kind of minimum to use Steemit good
