Marhaban Ya Ramadhan, The Angel of Jibril Prayer is as follows:

"Oh Allah please ignore the fast of Muhammad, if before entering Ramadan he did not do the following things: No apology first to both his parents (if any); Do not forgive first between husband and wife; Do not forgive first with the people around him. And whoever welcomes the month of Ramadan with joy, then forbidden his skin touched the fire of hell.

Prophet sallallaahu 'alaihi wasallam ever said:

«أتاكم رمضان شهر مبارك فرض الله عز وجل عليكم صيامه تفتح فيه أبواب السماء وتغلق فيه أبواب الجحيم وتغل فيه مردة الشياطين لله فيه ليلة خير من ألف شهر من حرم خيرها فقد حرم». رواه النسائي
Meaning: "From Abu Hurairah radhiyallahu 'anhu, he said:" The Messenger of Allaah sallallahu' alaihi wasallam said: "It has come to you the month of Ramadan, the blessed month, Allah has obliged you to fast in it, opened the doors of heaven and closed the gates of hell of jahim and the prisoners of the devil, in which God has one night better than a thousand months who is hindered to obtain his goodness then he has been completely obstructed from the good ". (Hadith narrated An Nasai and is classified in the book of Shahih At Targhib Wa At Tarhib)

From this hadith, it can be concluded that Prophet Muhammad sallallaahu 'alaihi wasallam give glad tidings to the Muslims about coming a month full of blessings that is the month of Ramadan.

As for the special apology before the month of Ramadan, there is no history of the Prophet sallallaahu 'alaihi wasallam or the narrations of the sahabat, so the better and should, we get what is done by the Prophet sallallaahu' alaihi wasallam, because that is what best and most perfect.

Someone should not dare to advocate this ummah to a case that the Prophet (SAW) never did when he was sallallaahu' alaihi wasallam very capable to do it and there is no barrier to doing that, what is the Prophet sallallaahu 'alaihi wasallam found the month of Ramadan during his life as much as 8/9 times and during that there is no history he recommend to apologize either between fellow Muslims or parents or husband and wife before the month of Ramadan. This is the answer to the first question.

But keep in mind, Islam teaches that anyone who has mistakes against others, ever hurt or menhalimi others, then be quick to ask for halal and sorry and do not wait later settlement in the presence of Allah Ta'ala. For then there is only in the presence of Him; "Accept this is my reward", or "Accept the sins of the people you once zhalimi", there is no gold and silver to finish it!

عن أبى هريرة - رضى الله عنه - قال قال رسول الله - صلى الله عليه وسلم - «من كانت له مظلمة لأحد من عرضه أو شىء فليتحلله منه اليوم, قبل أن لا يكون دينار ولا درهم, إن كان له عمل صالح أخذ منه بقدر مظلمته, وإن لم تكن له حسنات أخذ من سيئات صاحبه فحمل عليه ».
This means: "Abu Hurairah radhiyallahu 'anhu narrated that the Messenger of Allah (peace and blessings of Allah be upon him) said:" Who ever has a tyranny towards a person, whether for his honor or anything, then ask for it from him today !, before no gold and silver, is) if he has a righteous deed, then it will be taken from him according to his wickedness, if he has no good, then his opponent's sin will be passed on to him.
