Because the developers and insiders with the most money are the only ones that can really give awards. It is intentionally biased toward the insiders and built for them to make money off of voting with their voting bots and alternate accounts. They have ignored requests for voting fairness and even a simple tip button for over 4 months now.
All it would take to fix the unfairness you just noticed, is a TIP BUTTON.

To be honest I have no problem to get on the payment list of the insiders and ride the wave until the price of 1 STEEM goes up like crazy. I wish a bit more creativity in marketing. For example my idea with Steemit hostels run by homeless people. But that is just because I am badass and deserve it.
