You don't need a big budget or SUV to build something that would be useful in an emergency. For about $300 to $400 you can buy a harbor freight trailer and some plywood and throw together one of these.
The trailer tires are a little bit small and I wouldn't go faster than 50 miles an hour with it.
As your budget permits you could add LED lighting solar panels and insulation.

I don't think they put too much engineering into it because it's so small, it was about 8 feet long which is the length of a sheet of plywood. I'm sure there's some interior bracing that they used. It was being towed by a Honda accord so I could have been that heavy.
