Amelia Earhart Jaluit 1935? comparing US National Archives Documents

I downloaded the documents from the US National Archives after the History Channel Special had identified a "woman" in the photo as Amelia Earhart in 1937 and after a Japanese blogger found the same photo in a book that was published in 1935, at least two years before Amelia Earhart had disappeared. On the National Archives website these documents are still labeled, "Amelia Earhart possible sighting.pdf." The first image is the photograph found by the blogger in the book published in 1935. The second, third and fourth images are from The US National Archives. They are respectively the front of the photograph, the back of the photograph and the envelope which contained the photograph. The photograph has printing with the location and a file number. It looks possible that this photo is a photo of the photo in the book because it does not look like it is from the same negative source because of imperfections that are not present in the photo in the book. Next, we see the image of the back of the photograph stamped "CONFIDENTIAL" and within the pdf image at the bottom it is labelled "DECLASSIFIED 907002." So it appears that at some point this photo was a national secret but how is that possible if it was taken from a book published in 1935 freely available to the public? It would be interesting to find out when it was declassified. The envelope has a security message indicating that the photo enclosed will have a corresponding number and there is a "9" stamped in both the upper right corner of the envelope and the photo. In addition, the envelope is stamped "ENCLOSURE B" that means there is at least one other photograph or document (ENCLOSURE A) associated with this confidential file - if not more. After examining these documents I'm not certain that the photo was published as it has been documented in 1935. Please examine these documents. It is interesting to see the evidence for yourself and make up your own mind and not be tricked into suspending disbelief. Please let me know your thoughts on the subject and the original evidence I have presented below.

Most intriguing. Perhaps US has original but was labeled/filed incorrectly. Another possibility would be that the imperfections were in the book itself and the classified photo was from a book with its own imperfections. I can think of more but this would turn into a post in the comments section. The most puzzling is why anyone would even try to do that?

Yes it is very puzzling. Thank you for your thoughts on the matter. By the way I forgot to mention that the file number printed on the photograph is "ONI #14381" - "ONI" stands for "Office of Naval Intellignce" very fishy. I upvoted your comment. Thanks!
