Democracy is what politicians define

Following politic discussions there was a vote in German Bundesrat about speed limits on highways in Germany.

In general, speed limits don't exist on german highways. Having climate discussions as well as safety in mind, there came up some ideas to introduce speed limits. And those limits are not low, they thought about 130km/h.

Something good in my opinion. Being a consultant, I travel much and think that it is less stressfull to travel with such a limit, as it removes hecticness from the streets.

Now, as said, there was a vote in which all 16 states in Germany participated. One state clearly said that they will abstain from voting. I don't know how much did this also. No the controversy: If one abstains from voting in Germany, the vote is counted as "no". So, this makes absolutely no sense.

Depending on how you ask the question, you can directly deviate the answer: "Should we introduce speed limits?"

Assume 6 of 16 say yes, 5 say no and 5 abstain, this counts as 6 for yes and 10 for no. Democracy? Fair? not at all!
