Actually a big deal ...

To reign in the leviathan that is the federal government, you have to put people in charge who are willing to drain some of the swamp and give up some of their power.

For years, the environmental regulations strangling business in the U.S. have been promoted by an incestuous process of inviting suits and settling the suits as a way of establishing regulations. The process avoids public involvement and involves large amounts of tax dollars being transferred to environmental advocacy groups favored by the regulators. It was a win-win for the politically appointed regulators (who were friendly with the advocacy groups) and lawyers involved. The rest of us got screwed. EPA is taking a welcome step toward a more transparent regulatory process that complies with public notice and comment procedures. Well done!!
