The 11% statistic in the cover photo is for 2015, the lowest approval rating ever for Congress. Presently, the approval rating is 17%.

The two party system has become a good cop (D) vs. bad cop (R) dichotomy. The two-party system has become controlled by America's Oligarch Enrichment Project and has ruined the ability for sound governance for all people.

My proposal, below, might help to breath new life into third party concepts as we'd eventually become accustomed voting in three-way races. The proposal essentially keeps the two parties strong, but also opens the door for three candidates in a race thus providing a greater choice for the electorate.

If an incumbent does good work for the people they will be rewarded by being re-elected. If they are not doing good work for the people, then it would be easier to vote them out of office. This proposal also would widen the donor pool, thus limiting the impact as to how money is used to effectively 'buy' candidates in order to keep them in office.
