According to the New York Times in a report issued this week, Obama White House officials limited the Trump team's access to highly classified information and lowered classification ratings on other information about the ongoing Russian investigation so it could be widely shared across the government, according to sources in an attempt to cloud the election. They limited access by the Trump campaign team to view which specific foreign sources were being monitored, including those in Russia. Trump Tower offices were allegedly wiretapped in the process.
