Because the judges are chosen by the presidential administration, they receive salaries from there.
And all the citizens of Russia are just garbage under the feet of the siloviki, governors, bandits and so on. Enlightenment does not last long, causes panic fear and the person quickly climbs into his shell, covering all the cracks so that nothing can be seen or heard.
