Perhaps the Bangladeshi government can offer tax incentives to households with lower numbers of children? Is this infringing human rights or being a responsible governnment? Tough decision. China's one child per family policy was eventually dropped after it resulted in thousands of female abortions and a skew towards a male biased population. There's no simple fix, but we do have to find constructive ways to reproduce less as a species, not just in Bangladesh, but on the entire planet.
