Steem VPN will be in heavy development for the next few months and it's going to be a very difficult task to support a direct conversion from bandwidth to Steem Power on the service.
Limiting bandwidth based on a scale to 100% seems easy, but it doesnt quite work that way when Steem fluctuates in value and has inflationary cycles.
While we work on the back end we are still offering people a very afford 100 SP for 2mbps VPN tunnels, please make sure to inquire through me if you are interested.
