Psalm 147 is a hymn dedicated to the praise of the wisdom and greatness of God. Most probably this text was written after the exile in Babylon and during the rule of the Persian empire in the Middle East because it refers to the reconstruction of Jerusalem and the congregation of the dispersed in the holy land.
The Psalm expresses that God, because of his wisdom, is faithful and does not forget his covenant made with Jacob, and that if an evil occurs it is to bring a good out of it, as in the story of Job. God manifests himself in history to warn men of the path of error and correct them towards the path of mercy (compassion, kindness, gentleness) and righteousness, sin is painful and leads men to ruin and death.
This is why the Psalm begins by giving thanks to God for his goodness toward Israel, the oppression of the Babylonian empire had ended and a new time had begun, God is the protector of his people:
"The LORD builds up Jerusalem;
he gathers the exiles of Israel.
He heals the brokenhearted
and binds up their wounds" Psalm 147:2-3.
Then the Psalm changes discourse and recognizes the infinite wisdom of God, his perfection is beyond all comprehension of man, and in particular, the understanding of God, that is, the divine intelligence encompasses everything: "Great is our Lord, and abundant in power; his understanding is beyond measure" Psalm 147:5.
And then to remember how God's plan guides men along the path of history, the Psalm remembers a truth that is always repeated in events:
"The LORD sustains the humble
but casts the wicked to the ground" Psalm 147:6.
Joseph, being the last of his brothers, God, because of his humility, elevated him until he became minister of Pharaoh according to the book of Genesis; on the other hand, Nebuchadnezzar, being the most powerful man in his empire, as recounted in the Book of Daniel, fell into madness due to his pride. God, according to the Psalm, constantly teaches men the way of truth.
