WHO IS Q?
Is this "Q"?
Is Jason Matheny "Q"?

Who is Jason Matheny?
Dr. Jason Matheny (Scientist to the Spies) is the Director of the Intelligence Advanced Research Projects Activity (IARPA). IARPA is the US intelligence community's "moon shot" department, similar to DARPA, but focused in intelligence. Jason discusses IARPA's research in data analysis, quantum computing, meme proliferation, and more.
IARPA's director since 2015, after serving as a Program Manager, Associate Office Director, and Office Director.
Before IARPA, he worked at Oxford University, the World Bank, the Applied Physics Laboratory, the Center for Biosecurity and Princeton University, and is the co-founder of two biotechnology companies.
Dr. Matheny holds a Ph.D. in applied economics from Johns Hopkins University, an M.P.H. from Johns Hopkins University, an M.B.A. from Duke University and a B.A. from the University of Chicago.
He received the Intelligence Community's Award for Individual Achievement in Science and Technology.
His research has been published in Nature, Nature Biotechnology, Biosecurity and Bioterrorism, Clinical Pharmacology and Therapeutics, Risk Analysis, Tissue Engineeringand the World Health Organization’s Disease Control Priorities, among others. His research has been profiled in the New York Times’ annual “Ideas of the Year,” Discover Magazine’s “Top Science Stories of the Year,” as well as NOVA, Scientific American and the Economist.
Why do I say he is Q?
So I first came across a small article posted below from 11 December 2017 stating "Jason Matheny is something of a real-life, modern-day Q — a scientist to the spies." on the IARPA ( Intelligence Advanced Research Projects Activity ) website, which is modeled after DARPA, the Defense Department organization and focuses on the needs of intelligence officers and analysts, not just service members. IARPA develops technologies to forecast a broad set of well-defined societal events relevant to national security. The test and evaluation process for these technologies requires an objective “ground truth” for events, generated in near-real-time I have put the links at the end of this post. Intriguied by this I started looking for more information and it was quite relevant with the role he plays at IAPRA. 22 March 2017, REI Systems and Johns Hopkins University? held a Government Analytics Breakfast (GAB) Forum at the Johns Hopkins Washington D.C. Center.
These year-round events bring together professionals from government, academia, and the corporate community to discuss how government analytics can enable real-world successes and support learning of critical lessons from actual experience. Audience members that attended, participated in an engaging dialogue with Dr. Jason Matheny. Jason Matheny says, the most gratifying part of working at the “crowdsourced version of Q Branch” — getting to “see science translated into technologies that reduce risks, that save lives, that prevent catastrophic events.” I think I am 99% sure about this and infact it might not be just one person it could be a team "Q Branch". I would suggest reading through the other posted screenshots to get a better picture and let me know what you think?
The article reads:
In the James Bond films, “Q” was the agent in charge of the British intelligence service’s secretive research division where scientists invented spy gadgets, such as cyanide cigarettes and ski pole guns. Jason Matheny is something of a real-life, modern-day Q — a scientist to the spies. But instead of developing poison fountain pens, his purview covers complex research topics including quantum computing, biological weapons, nuclear proliferation, and neuroscience.
Matheny is the head of the Intelligence Advanced Research Projects Activity (IARPA), a U.S. government agency formed in 2006 that funds the development of predictive technology in order to ward off impending global crises and conflicts, as well as highlight potential opportunities where the United States could gain an intelligence edge on its competitors.
Here is another article that mentions Jason Matheny in "Think Q Branch".
Another one which he states the following, "The way that I used to describe this to my family was that we are the United States’ version of Q Branch from the James Bond movies,” “We have outsourced Q Branch. … We fund the best and the brightest in academia and industry to solve our hardest problems,”
