The prophet Habakkuk in his book raised the problem of evil from an original perspective, how a wise God could allow the chosen people, even with all their defects, to fall into the hands of an impious nation that made force and oppression their God, the prophet Habakkuk with this speech was referring to the conquest of the kingdom of Judah at the hands of the Babylonian empire.
It is so then the book in the Bible begins with a dialogue between the prophet and God. Like Job in his book, the prophet with anguish questioned the wisdom of the Most High with a quote:
"How long, LORD, must I call for help,
but you do not listen?
Or cry out to you, ´Violence!´
but you do not save?" Habakkuk 1:2.
And so began God's response with the first oracle. God had made the Babylonian empire, a despotic tyranny, an instrument of his punishment, the prophet told us with amazement:
"I am raising up the Babylonians,
that ruthless and impetuous people,
who sweep across the whole earth
to seize dwellings not their own" Habakkuk 1:6.
But the prophet continued with his complaint, and asked the Lord why it was up to the Babylonians to do justice when they were the cruelest:
"Your eyes are too pure to look on evil;
you cannot tolerate wrongdoing.
Why then do you tolerate the treacherous?
Why are you silent while the wicked
swallow up those more righteous than themselves?" Habakkuk 1:13.
It is necessary to have patience, God revealed with wisdom to the prophet; the Lord answered the prophet that sooner or later the Babylonians would answer for their sins. God rewards his devotees and punishes the sinners.
With these words God responded to Habakkuk:
"For the revelation awaits an appointed time;
it speaks of the end
and will not prove false.
Though it linger, wait for it;
it will certainly come
and will not delay.
See, the enemy is puffed up;
his desires are not upright—
but the righteous person will live by his faithfulness" Habakkuk 2:3-4.
