While still serving as Vice President Director of PT Arun NGL, Del Yuzar, once told about the oil and gas museum in Lhokseumawe, Aceh, Indonesia. When Arun no longer produces, the young generation in Aceh - even outside Aceh - can witness the glory of the company which was the main supplier of state revenue in the past.

Five years later after oil and gas exports ended, the dream of oil and gas museums increasingly found a bright spot, even with the name Migas Center. Del Yuzar's dream and the planned birth of the Oil and Gas Center may not have anything to do, but it could be that the dream is to be rigged with the Oil and Gas Center which is planned to soon be built on the Bukit Indah Campus in Universitas Malikussaleh, Aceh.

The optimism of the birth of the Oil and Gas Center was seen in a meeting between Malikussaleh University, Pertamina Hulu Energi, the Aceh Oil and Gas Management Agency, and SKK Migas at the Bukit Indah Campus on Thursday (09/19/2019). The meeting was a follow up to the meeting in Banda Aceh, some time ago.

The Chancellor of Malikussaleh University, Dr. Herman Fithra, said Malikussaleh University was ready to build the Migas Center because all facilities were very supportive. In addition to supporting locations, existing buildings, the existence of the Oil and Gas Center is also in line with the future development of Malikussaleh University and the development of the region. "In the future, there will be an Petroleum Study Program at Malikussaleh University," said Herman.

According to him, the existence of the Oil and Gas Center will not stand alone because it is supported by the Regulation of Gas Flow. In the short term, the Migas Center can educate the public and students from various universities in Aceh. "For the long term, it strongly supports the presence of Petroleum Study Program," he added.

In addition to the above points, the problem of developing Arun Lhokseumawe Special Economic Zone in the future also strongly supports the existence of the Oil and Gas Center at Malikussaleh University. With the Special Economic Zone, the Oil and Gas Center will not become a "silent museum" that has no impact on regional education. In contrast, the Oil and Gas Center can become an oil and gas education center in Aceh.

Zulfikar from the Aceh Oil and Gas Management Agency (BPMA) sees that the process of the oil and gas industry throughout the world has not changed much, but the technology continues to grow. He hopes the Oil and Gas Center can build miniature oil and gas technology. "In principle, BPMA has approved the Oil and Gas Center at Malikussaleh University," he said.

Fawaid Darsyah from the Public Relations SKK Migas Sumbagut also believes the same. According to him, the Migas Center at Malikussaleh University became the fifth Migas Center in Indonesia after Riau, Batam, Andalas University, Padang, and the University of North Sumatra.
"The mindset of ordinary people who work in oil and gas are only technical people, but they are not. Oil and gas is open to everyone, all disciplines of science such as accounting, law and marketing,” says Fawaid.

He hopes that the Oil and Gas Center at Malikussaleh University can be adapted to the history of oil and gas in Aceh, especially the triumph of PT Arun LNG. "This is also the argument of USU Medan because the oil and gas industry in Indonesia started in Talaga Said in North Sumatra," said Fawaid, who was accompanied by Maysani Putri Folia from the SKK Migas Sumbagut PR.

In line with that, Armia Ramli from Pertamina Hulu Energi NSB - NSO hopes that the Oil and Gas Center can provide comprehensive information about the oil and gas industry. "We hope that at the beginning of October there will be an MoU between the institutions to build the Oil and Gas Center," Armia said.

What the Migas Center at Malikussaleh University looks like, Rector Herman Fithra said there was a blueprint that would be built in stages. For this reason, he hopes the support of all parties so that the Oil and Gas Center will be realized soon.

If it is established at Malikussaleh University, the Oil and Gas Center can also be utilized by other regions, both oil and gas producers such as East Aceh and regions that do not produce oil and gas. The Oil and Gas Center not only provides education about the discipline of oil and gas exploration from upstream to downstream, but also builds imagination for the younger generation to become pioneers in the oil and gas sector.[]

Ikhtiar Membangun Migas Center di Universitas Malikussaleh

Semasa masih menjabat sebagai Wakil Presiden Direktur PT Arun NGL, Del Yuzar, pernah bercerita tentang museum minyak dan gas (migas) di Lhokseumawe. Ketika Arun tidak berproduksi lagi, generasi muda di Aceh—bahkan di luar Aceh—bisa menyaksikan kejayaan perusahaan yang pernah menjadi pemasok utama pendapatan negara di masa lalu.

Lima tahun kemudian setelah ekspor migas berakhir, mimpi museum migas semakin menemukan titik terang, meski dengan nama Migas Center. Mimpi Del Yuzar dan rencana kelahiran Migas Center barangkali tidak ada hubungannya, tetapi bisa jadi mimpi itu tali-temali dengan Migas Center yang rencananya segera dibangun di Kampus Bukit Indah Universitas Malikussaleh.

Optimisme lahirnya Migas Center terlihat dalam pertemuan antara Univesritas Malikussaleh, Pertamina Hulu Energi, Badan Pengelola Migas Aceh, dan SKK Migas di Kampus Bukit Indah, Kamis (19/09/2019). Pertemuan tersebut merupakan tindak lanjut dari pertemuan di Banda Aceh, beberapa waktu lalu.

Rektor Universitas Malikussaleh, Dr Herman Fithra, mengatakan Universitas Malikussaleh siap membangun Migas Center karena seluruh fasilitas sangat menunjang. Selain lokasi yang mendukung, gedung yang sudah ada, keberadaan Migas Center juga sejalan dengan pengembangan Universitas Malikussaleh ke depan serta pengembangan kawasan. “Ke depan, akan ada Prodi Perminyakan di Universitas Malikussaleh,” tegas Herman.

Menurutnya, keberadaan Migas Center tidak akan berdiri sendiri sebab ditopang dengan adanya Perta Arus Gas. Dalam jangka pendek, Migas Center bisa mengedukasi masyarakat dan mahasiswa dari berbagai perguruan tinggi di Aceh. “Untuk jangka panjang, sangat mendukung kehadiran Prodi Perminyakan,” tambahnya.

Selain poin di atas, masalah pengembangan Kawasan Ekonomi Khusus Arun Lhokseumawe ke depan juga sangat mendukung keberadaan Migas Center di Universitas Malikussaleh. Dengan adanya Kawasan Ekonomi Khusus, Migas Center tidak akan menjadi “museum sunyi” yang tidak berdampak apa pun bagi pendidikan daerah. Sebaliknya, Migas Center bisa menjadi pusat pendidikan migas di Aceh.

Zulfikar dari Badan Pengelola Migas Aceh (BPMA) melihat proses industri migas di seluruh dunia tidak banyak berubah, tetapi teknologinya yang terus berkembang. Ia mengharapkan Migas Center bisa membangun miniatur teknologi migas tersebut. “Pada prinsipnya, BPMA sudah menyetujui Migas Center di Universitas Malikussaleh,” tegasnya.

Fawaid Darsyah dari Humas SKK Migas Sumbagut juga berpendapat sama. Menurutnya, Migas Center di Universitas Malikussaleh menjadi Migas Center kelima di Indonesia setelah Riau, Batam, Universitas Andalas Padang, dan Universitas Sumatera Utara.

“Mindset masyarakat awam yang bekerja di Migas hanya orang teknik saja, padahal tidak. Migas terbuka bagi semua orang, semua dispilin ilmu seperti akuntansi, hukum, dan pemasaran,” ujar Fawaid.

Ia mengharapkan Migas Center di Universitas Malikussaleh bisa disesuaikan temanya dengan sejarah migas di Aceh, terutama kejayaan PT Arun LNG. “Ini juga yang menjadi argumen USU Medan karena industri migas di Indonesia berawal di Talaga Said di Sumatera Utara,” ungkap Fawaid yang didampingi Maysani Putri Folia dari Humas SKK Migas Sumbagut.

Senada dengan itu, Armia Ramli dari Pertamina Hulu Energi NSB – NSO mengharapkan Migas Center bisa menyediakan informasi menyeluruh tentang industri migas. “Kita harapkan, pada awal Oktober nanti ada MoU di antara lembaga untuk membangun Migas Center,” kata Armia.

Seperti apa Migas Center di Universitas Malikussaleh, Rektor Herman Fithra menyebutkan sudah ada cetak biru yang akan dibangun secara bertahap. Untuk itu, ia mengharapkan dukungan dari semua pihak agar keberadaan Migas Center segera terwujud.

Kalau sudah berdiri di Universitas Malikussaleh, Migas Center juga bisa dimanfaatkan daerah lain baik penghasil migas seperti Aceh Timur maupun daerah yang tidak menghasilkan migas. Migas Center bukan hanya memberikan edukasi tentang disiplin ilmu tentang ekspolasi migas dari hulu sampai ke hilir, tetapi juga membangun imajinasi bagi generasi muda untuk menjadi pioner dalam sektor migas.[]
