Pemerintahan Aceh belakangan ini gemar menggembar-gemborkan tingginya minat investor asing masuk Aceh. Sejumlah investor seperti dari India, Korea Selatan, Malaysia, dan China, bahkan sudah datang ke Aceh dan melakukan pembicaraan serius menyangkut investasi. Mereka melihat potensi yang dimiliki Aceh sangat besar, tinggal menyesuaikan dengan bidang yang diminati investor.
Sejauh ini, baik di tingkat provinsi maupun di kabupaten/kota, realisasi investasi itu masih minim. Mengikuti pemberitaan di media cetak yang beredar di Aceh, semua investasi itu masih bermain di tataran “akan”. Korea Selatan akan berinvestasi di Aceh. Malaysia akan berinvestasi di bidang perkebunan , Jepang akan berinvestasi di pertambangan, dan masih akan investasi “akan” lainnya kalau kita rajin mengikuti gaya pimpinan pemerintahan daerah kita dalam mengangkat pertumbuhan ekonomi.
Setelah ada sejumlah investor asing menyatakan berminat masuk Aceh, tugas selanjutnya adalah merealisasikan rencana investasi tersebut. Dan ini tentu saja tidak mudah. Pembicaraan di atas meja tentu lebih mudah dibandingkan dengan realisasi di lapangan yang mengadapi banyak kendala. Di Aceh, kendalanya lebih banyak yang sulit diduga. Padahal, inilah sebenarnya yang paling dibenci para investor. Hal yang di luar prediksi ini termasuk biaya siluman yang harus dibayar investor jika masuk ke Aceh.
Majalah The Economists edisi Maret 2006 menyatakan ada tidak kendala mengapa realisasi investasi berjalan lamban; legal certainty, local regulation, dan labour rigidity.
Nah, ketiga masalah itu terdapat di Aceh. Kondisinya lebih spesifik di Aceh karena biaya siluman yang berlipat-lipat dan bukan hanya di tingkat aparatur pemerintahan daerah, tapi sampai juga ke lapangan dari kelompok-kelompok yang sulit diajak berkompromi, meskipun untuk kepentingan masyarakat Aceh secara keseluruhan.
Dalam sebuah acara talkshow di TVRI Stasiun Banda Aceh, seorang pejabat di Pem4rintahan Aceh dibungkam oleh pertanyaan seorang warga Lhokseumawe tentang biaya siluman ini. “Bagaimana investor tertarik kalau belum apa-apa mereka sudah dipalaki,” begitu kira-kira pertanyaan pemirsa TVRI Banda Aceh tersebut.
Menurutnya, banyaknya biaya tak resmi ini justru membuat investor sama sekali tidak tertarik membuang uang di Aceh. Sasaran akhir dari investasi adalah mengambil keuntungan. Tapi kalau dalam tahap awal saja investor harus rugi, lebih baik mereka menanamkan modalnya di daerah lain yang lebih terbebas dari biaya siluman bahkan dengan dukungan infrastruktur yang lebih memadai.
Seorang pengusaha asal Aceh mengungkapkan, ia mengajak rekanan bisnisnya untuk berinvestasi di Aceh. Jawaban yang diperoleh disampaikan dengan nada bercanda tetapi sangat menohok; dua tempat yang tidak boleh berinvestasi adalah di Aceh dan di neraka!
Jaminan keamanan dan kepastian hukum
Di masa rehabilitasi dan rekonstruksi Aceh pasca-Tsunami, banyak lembaga asing yang melakukan kegiatan kemanusiaan di Aceh merasakan bagaimana beratnya menghadapi kendala biaya siluman ini. Padahal, mereka organisasi nirlaba yang melakukan kegiatan kemanusiaan dari dana donatur.
Pertanyaannya, kalau untuk melakukan kegiatan kemanusiaan saja harus membayar biaya siluman demikian banyak, bagaimana lagi jika melakukan kegiatan bisnis yang berorientasi keuntungan?
Serangkaian insiden yang dialami NGO baik lokal lebih-lebih asing, jangan dikira akan berhenti sampai di situ. Mereka akan memberi rekomendasi buruk terhadap investasi di Aceh bagi kalangan bisnis. Ini akan membuat investor harus berpikir ulang jika ingin menanamkan modalnya di Aceh, apalagi dalam jumlah yang ratusan miliar bahkan triliunan rupiah.
Dalam berinvestasi, tentunya persoalan yang dihadapi investor sangat beragam. Makanya prinsip tidak menempatkan semua telur di satu keranjang, selalu ditaati para investor. Kondisi ini sebenarnya menjadi celah bagi pemerintahan Aceh untuk mempercepat realisasi investasi. Pemerintah Aceh harus mampu memberi jaminan keamanan bagi investor, termasuk aman dari pungutan yang tidak resmi baik di atas meja maupun di lapangan.
Mengajak kelompok pelaku terlibat di dalam proyek, sudah terbukti tidak menjamin bebas dari pungutan liar. Istilahnya, jangan sampai meminta pencuri sandal di masjid menjaga sandal jamaah yang sedang melakukan salat. Sandalnya memang tidak hilang lagi. Tapi sepeda motor jamaah yang hilang.
Dalam memberikan jaminan ini, tidak bisa tidak akan masuk ke wilayah hukum. Polisi akan terlibat di dalamnya dan harus memberikan rasa aman bagi investor, bukan malah menjadi bagian dari pelaku pengutipan biaya siluman. Kalau kepastian hukum sudah ada, tanpa diundang pun para investor akan masuk ke Aceh.
Jangan lupa, kita bersaing dengan daerah lain bahkan negara lain dalam merebut simpati investor. Indonesia, yang berarti termasuk Aceh di dalamnya, termasuk dalam daftar terakhir setelah Cina, Thailand, Malaysia, dan Vietnam.[]

I have experienced a downvote several times in posts through realityhubs. and some of them I agreed because it was not included in the criteria for posting with the tag realityhubs, I did not protest and accept it sincerely.
But some of the others, especially the ones I wrote in Bahasa, are posts that are in accordance with the criteria in the form of review articles. Finally, in the posts https://www.realityhubs.com/realityhubs/@ayijufridar/the-stealth-costs-and-investment-barriers-or-biayiluman-and-hambat-investing-or that I wrote in the Bahasa, get downvote from @reality.curate without explanation why.
This incident again weakened my enthusiasm for writing via realityhubs. The above article is a review of investment in Indonesia and could have occurred in other countries, although I did not review more deeply because the focus is not global.

Hello, @ayijufridar. Feedback was given, but for some reason, it did not get published. I apologise for that. Before I respond to your comment, I want to say that you are one of the good writers using realityhubs tag consistently and we appreciate that.
A review goes pass introducing and describing an issue or item. You also need to clearly distinguish your review article from any other blog post or news. A review is the study and evaluation of an item clearly stating your merit and demerit of the said item followed by your verdict which includes your personal opinion on what you think could be improved or not all based on your perspective. This could be expressed in the "Conclusion" Sub of your review post. There are different ways in which you can structure your reviews, however, a reader should be able to identify that your content is a review and can learn from your personal opinion on the subject topic. This could even trigger a discussion from the readers of your review revealing their thoughts and opinion about the reviewed item.
In a nutshell, make your review express your personal feelings/opinions on a particular issue, subject or an item and make your decision on what you think could be improved, how you think it could be improved, why you think it should be improved etc clear.
You are a good writer and one thing I think you could improve on your review article it the format. Below are things to consider:
Start your review with an introduction clearly stating the item you want to review to catch your reader's attention.
The next thing to note is what you want to examine in the item. Clearly state them and discuss. I'd suggest that you use quotes or simple examples to help prove your points to your readers.
End your review with a conclusion note which briefly states the key point on your review. This section should also include your verdict or judgment about the topic or item and finally, your recommendation all based on what you think.

One of the great things about being a part of Reality Hubbers is the good response so I continue to learn from our communication. I have read many times articles and opinions that have received "perfect" awards from curators at RealityHubs.
Frankly, I like the ideology of this platform. As a writer and journalist in Indonesia, reviewing books, films, events, and writing opinions is part of my work. So since knowing this platform, I immediately invested in selling all available Steem to buy RHB Power. The amount is not large, but it is quite meaningful to me.
For some of the previous articles, I agree. my post is not in accordance with the vision and mission of RealityHubs. However, several others, I think already meet the criteria. I have given a personal view, an analysis, and have given a conclusion even though I don't have to write special subtitles about "Conclusions". The reader knows that is the conclusion of the narrative that we describe even though there is no word "conclusion" in it.
Especially for the article above, I really do not understand which parts are not included in the review. The article is an analysis of investment in our province which is not much different from other provinces in Indonesia and even in other countries. So, please forgive me, I don't understand which part doesn't meet the criteria. This is still a big question for me.
But, I will continue to try to continue to post articles, either by using two languages or only Indonesian. I am sure, I will be able to adapt the writing to the vision and mission of RealityHubs.

Thank you for your reply. You are right, the word "Conclusion" does not necessarily need to be used to express your verdict, however, it does make it easy for your readers to understand the content. As a writer, you need to be concerned about your readers/viewers.
What is missing on your post is that you did not really express your opinion. Yes, it is an analysis of an investment, I was hoping to learn your personal view on this issue or subject topic, what you like and dont, how you think that the situation could be improved or solved totally. That is what make a better review. You write very decently and as I suggested, improving your post structure will help you make a better review post

I think it takes a long process to equalize perceptions, especially if RealityHubbers in Indonesia uses posts in the Bahasa. There are translation constraints that are sometimes misunderstood. However, with your concern @knowledges and a great team, this platform will form a community with firm, clear, clear-cut segmentation with an enlightening vision for writers and readers.
