We cannot, will not, and desire not God

5 For those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit set their minds on the things of the Spirit. 6 For to set the mind on the flesh is death, but to set the mind on the Spirit is life and peace. 7 For the mind that is set on the flesh is hostile to God, for it does not submit to God's law; indeed, it cannot. 8 Those who are in the flesh cannot please God.

Romans 8:5-8 ESV

The mind set on the flesh is 1) hostile to God, 2) doesn't submit to God, 3) cannot submit to God's law, and 4) cannot please God.

Saying "many will choose not to do" implies "some" will and "some can". Is choosing to God "submitting to God's law" and/or "pleasing to God"? If so, then the answer is "no" not even "some" can.

The question then becomes, who are those that do submit to God and how can they please God? In the very next verse, Romans 8:9,

You, however, are not in the flesh but in the Spirit, if in fact the Spirit of God dwells in you. Anyone who does not have the Spirit of Christ does not belong to him.

And Paul says explicitly in 1 Corinthians 12:3,

no one can say “Jesus is Lord” except in the Holy Spirit.

And Jesus Himself tells Nicodemus in John 3:3,

“Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God.

Paul is clear in the beginning of Romans (3:10-11),

“None is righteous, no, not one; no one understands; no one seeks for God.

Our default, natural state is sinful, rebellious, hostile, and undesiring of God. We cannot, will not, and desire not God. Only if God by His grace draws Him to us (see John 6) can we ever hope to seek after God.
